Chuck Perry attended Broken Arrow Public Schools from kindergarten through 12th grade and graduated with the Class of 1987. He earned his Bachelor of Science degree from the University of Tulsa in 1991 and his Master of Education degree from Northeastern State University in 2005. He started his teaching and coaching career with Broken Arrow Public Schools as a middle school teacher at Haskell Middle School and head boys varsity soccer coach from 1992 to 1997.

Perry continued his career in education at Union Public Schools as a teacher and coach before taking the position of assistant principal at Union High School from 2005 to 2008. Perry went on to serve as Union's director of athletics from 2008 through 2012 and director of secondary education for the 2012-13 school year.

In 2013, Perry made his way back to his alma mater and was appointed as the assistant superintendent of student services. In January of 2017, he was named as the associate superintendent to ensure opportunities for student engagement in the areas of fine arts, athletics, co-curricular activities and ArrowVision. In December 2021, Mr. Perry was named superintendent of Broken Arrow Public Schools.

Dr. Karla Dyess was born and raised in Arvada, Colo. After graduating high school, Dr. Dyess attended the University of Northern Colorado and received her bachelor’s degree in elementary education. She taught students in grades 5 and 6 for five years in Westminster, Colo. During that time, she also received her master’s degree in instruction and curriculum from the University of Colorado.

In 1995, Dr. Dyess and her family relocated to Broken Arrow, Okla., and four years later, she joined the Broken Arrow Public Schools team as a teacher at Wolf Creek Elementary. Since then, she has served as an assistant principal at Wolf Creek Elementary and Leisure Park Elementary and as the principal of Arrow Springs Elementary, Park Lane Elementary and Highland Park Elementary.

Dr. Dyess became the executive director of elementary education in 2013, where she worked directly with Broken Arrow’s early childhood centers and elementary schools. In 2017, she was appointed as assistant superintendent of elementary education to ensure student achievement through the district's curriculum and instruction, initiatives and support services. In addition to being named deputy superintendent in 2022, she also received her doctorate in educational administration from Oklahoma State University.

Larry Shackelford earned his Bachelor of Science degree from Northeastern State University in 1978 and his Master of Education Leadership degree from Southern Nazarene University in 2003. He has had teaching and coaching stints in Prue, Grove and Broken Arrow.

In 2004, Shackelford began his administrative career at Porter Consolidated Schools. He served as the high school principal and athletic director. Later, he was elevated to assistant superintendent from 2014-2017. Following a year of retirement, Shackelford served as superintendent of Jay Public Schools in Jay, Okla., his home town, where his mother and father were both educators. Shackelford served as superintendent until 2020.

Shackelford returned to Broken Arrow Public Schools in September 2020 as director of facilities. In 2021, he was named executive director of facilities, overseeing facilities, maintenance, custodial and plant operations. Now, with the addition of construction services under his supervision, Shackelford serves as the associate superintendent.

Steve Dunn grew up in Midwest City, Okla., graduating from Carl Albert High School. He earned a bachelor’s degree from Oklahoma State University, after playing college football at the United States Air Force Academy. After spending two years on the Oklahoma State University football staff, Dunn accepted a coaching position at the University of Central Oklahoma; a position he held for the next three years. While at UCO, he earned a Masters of Education degree and was the director of freshman orientation for incoming student-athletes.

Dunn was hired as a teacher and coach in Broken Arrow in 2010 and served many roles, including two years as an assistant principal at Oliver Middle School and three years as assistant director of athletics.

After leading the district operations department in Owasso Public Schools for two years, Dunn returned to Broken Arrow Public Schools in 2018 to serve as the executive director of athletics, a position he held for the past four years.

In January 2022, he was named as the chief student engagement and public relations officer and is responsible for leading and coordinating the student engagement division and public relations department. In May 2022, he was named assistant superintendent for Broken Arrow Public Schools.

Natalie Eneff earned her bachelor’s degree in business administration in accounting and a master’s degree in business administration from the University of Tulsa. Natalie began her career as a public accountant and was previously in the financial reporting and treasury group at Union Public Schools. She was hired at Broken Arrow Public Schools in 2011 as the director of budget and became the executive director of finance in 2014.

In 2017, she was named as the chief financial officer to lead the financial services division, which is responsible for leading and coordinating the financial activities of the district. The services offered include purchasing and procurement, treasury, accounts payable, financial reporting, budget, activity funds, federal programs and risk management. She is a graduate of Leadership Broken Arrow Class of 2015 and has completed the Oklahoma Center for School Business Management training.

Tara Thompson has more than 15 years of public relations and communications experience. She earned her Bachelor of Arts in Mass Communication in 2004 and Master of Arts in Communications in 2005 from Northeastern State University. Additionally, she has her National Accreditation in Public Relations and State of Oklahoma Superintendent’s Certification.

Thompson began her career as the director of communications for Jenks Public Schools where she worked for nearly five years before joining the Broken Arrow team in January 2011 as the public information officer. In 2014, she took her skills to higher education, where she served as the director of communications and executive director of operations for Northeast Tech in Pryor.

In 2022, she returned to Broken Arrow Public Schools as the chief communications officer to oversee the communications division.

Ashley Bowser graduated from the University of Central Oklahoma in 1999 with a degree in communication education. He joined Broken Arrow Public Schools in 2001 to teach speech, debate and broadcasting at Broken Arrow High School for 12 years. In 2012, he graduated with a master’s degree in school administration from Northeastern State University.

Starting in 2013, Mr. Bowser spent the next five years serving as both an assistant principal and a building principal in two different middle schools within the district. In 2018, he was named the executive director of information services, where he oversaw enrollment, student information, applications and the district’s accreditation process. In 2020, he was named chief technology officer where he oversees the district’s network and instructional technology, including the 1:1 computer initiative. Additionally, he oversees student data and the district’s enrollment services.

Rusty Stecker earned his bachelor’s degree in business administration from Oklahoma Wesleyan in 1990 and a master’s degree from Northeastern State University in 1995. Stecker was hired by Broken Arrow Public Schools in 1994 as a teacher and served as the head boys basketball coach for 14 years. Prior to coming to Broken Arrow, he worked as an insurance agent and assistant basketball coach at Oklahoma Wesleyan.

In 2011, he was named assistant athletic director and began his administrative career. He has held numerous administrative positions in the district, including associate director of athletics, senior executive director of student services, and then executive director of human resources for five years. In January 2022, he was named chief human resources officer.

After working in human resources in the private sector, Rosalyn Vann-Jackson transitioned to coordinating special needs services at Tulsa Public Schools then later into leading and organizing pupil transportation for nearly a decade.

Vann-Jackson joined the Broken Arrow team in 2016 as the assistant director of pupil transportation and became the executive director of enrollment and support services in 2020.

She served on the board for Oklahoma Association of Pupil Transportation (OAPT) as president in 2013. Since 2010, Vann-Jackson has participated on the writing committee for operations for the National Congress on School Transportation (NCST). She was named, "Administrator of the Year" for OAPT in 2014 and 2018. She was also nationally recognized and featured in the School Transportation News magazine as a "Rising Super Star in School Transportation" in 2018. She has presented at both state and national conferences on various topics such as school budget and finance, routing efficiencies, driver shortages, CNG and Key Performance Indicators (KPI).

Vann-Jackson holds bachelor’s degree of science in business administration from St. Gregory's University and a master’s degree in business administration from ORU.
